How to access free basic services in Joburg?

The City of Joburg calls this the Expanded Social Package (ESP).

To qualify, you must:

  • Be a South African citizen
  • Live in the City of Joburg
  • Have a monthly income of no more than R6 281.13 a month

You need:

  • ID document
  • Proof of income or lack of income, a SASSA card, bank statements for the last three months or an affidavit saying you have no income
  • Proof of residence
  • A City of Joburg account
  • A City of Joburg electricity and water account number
  • Electricity meter number
  • Water meter number

You can get:

  • 50kWh of electricity a month free
  • 6kl of water a month free
  • Certain rebates on rates if you own your home
  • Certain rebates on refuse removal
  • Certain rebates on sanitation (sewerage) services
