JoburgCAN exists to organise and empower a network of community associations and businesses, to ensure the responsible collection and use of rates and tax revenues, along with good service delivery by the City.

Inspired by OUTA’s approach, we aim for top-notch service in Johannesburg. We achieve this by exercising our rights, uniting communities, holding authorities accountable, and offering solutions for a better city.

JoburgCAN Achievements

Building upon OUTA’s impressive achievements in Johannesburg, we have consistently fought for the rights and interests of our Johannesburg residents. Here’s a glimpse of our successful endeavours:

  • Opposed e-tolls, advocating for fair and affordable transportation options for all Johannesburg residents.
  • Obtained property rates relief for thousands of residents in 2019 during the COVID-19 pandemic, easing financial burdens and providing crucial support.
  • Opposed the prepaid levy and recycling levy, ensuring transparent and fair billing practices while promoting sustainable waste management.
  • Stimulated significant participation in property rates in 2023, empowering residents to actively engage and contribute to the development of their community.
  • Stopped the implementation of a 7-day notice for payment, protecting the rights of high-energy users in the City and advocating for a fair payment system.

Through JoburgCAN, we aim to unite the city’s residents in our shared vision. Together, we can build a brighter future for Johannesburg, where an organised and empowered civil society takes an active role in shaping the responsible use of rates and tax revenues.

Organisation Undoing Tax Abuse (OUTA) is a registered non-profit civil action organisation funded by the South African public.

OUTA focuses on tackling corruption and the misappropriation of public funds. The Community Action Network (CAN) is an independent division of OUTA funded separately, and with its own management team.
